Tags: State News

The Assam and Mizoram governments  issued a joint statement on 10 August 2022, after a ministerial-level discussion in Aizawl and agreed to take forward the process of resolution of the boundary dispute between the two states.

Earlier in March this year, Assam and Meghalaya governments had signed a historic agreement in New Delhi to resolve their 50-year-old pending boundary difference.

Border conflict between Assam and Mizoram

  • Assam shares a 164.6 km long boundary with Mizoram and many conflicts have taken place in the last few years.
  • Last year on 26th July, six Assam policemen and one civilian were killed in a fierce gun battle between the two states and then onwards, tensions heightened between Mizoram and Assam over the boundary dispute.
  • To maintain peace in the area six companies of the Central Reserve Police Force (CRPF) have been deployed at the site.

Highlights of the agreement

  • Both states have agreed to promote and maintain peace to prevent any untoward incident along the borders.
  • The Deputy Commissioners of the bordering districts of both states shall meet at least once in two months.
  • Both the States agreed that economic activities including cultivation and farming which have been practiced by the people along the borders of the two States shall not be disturbed but allowed to continue.

Background to the Assam Mizoram Boundary Dispute

  • Assam and Mizoram share a 165 km long boundary.
  • Mizoram was a district of Assam known as Lushai Hills during the British time.
  • The genesis of the dispute lies in the border demarcation during British times.
  • In 1875 a notification was issued that differentiated the Lushai Hills from the plains of Cachar(Assam) and in 1933 another notification was issued to demarcate the boundary between the Lushai Hills and Manipur.

Different Interpretation of Boundary

  • According to Mizoram, the boundary shall be demarcated on the basis of 1875, which is derived from the Bengal Eastern Frontier Regulation Act, 1873.
  • The Assam government believes that boundary  is based on the 1933 notification ,
  • Mizoram says that when in 1933 the boundary was demarcated, Mizo society was not consulted.
