The Haryana state Legislative Assembly on 5 April 2022 passed a resolution unanimously to reiterate Hayrana's claim over the Union Territory of Chandigarh. The Haryana assembly resolution came after the Punjab Assembly on 1 April 2022, passed a resolution which asked the Central government to transfer Chandigarh to Punjab at the earliest. The Punjab resolution was brought in the Punjab Assembly by the newly formed Bhagwant Singh Mann led Aam Aadmi Party government.
Present Status of Chandigarh
Under the Punjab Reorganisation Act 1966 ,the East Punjab state was partitioned into two new states of Punjab and Haryana and a Union Territory of Chandigarh.
Punjab and Haryana and Candigarh came into existence on 1 November 1966.
They share a common High Court of Punjab and Haryana based in Chandigarh. Both the state Legislative Assemblies are also in.
The Chandigarh Union Territories employees are shared in a 60:40 ratio between Punjab and Haryana. Till 31 March 2022 the rules of the Punjab government were applicable on the Chandigarh government employees. From 1 April 2022 the Chandigarh employees are now governed by Central government employees rules.
Issue of Chandigarh
After partition the city of Lahore went to Pakistan and there was demand in Punjab that the modern city of Chandigarh designed by Le Corbusier shall be given to Punjab.
The Anandpur Sahib resolution passed in 1978 by the Akalis asked for the transfer of Chandigarh to Punjab.
This was objected to by the Haryana Government which also claimed Chandigarh.
Under the Rajiv Gandhi- Longowal accord of 1985 the Government of India agreed to hand over Chandigarh to Punjab and in return Punjab will transfer the Hindi speaking area of Punjab, bordering Haryana to Haryana.
The Government of India set up a commission headed by Justice E.S. Venkataramiah to identify the Hindi speaking area of Punjab to be transferred to Haryana in 1986 . It recommended that 70,000 acres of land of Punjab primarily in Abohar and Fazilka should be transferred to Hayarana.
The Commission report was never accepted and implemented.
